Ohio public libraries receive grant funding to create network of coordinated digitization hubs

The Cleveland Public Library, Columbus Metropolitan Library, Public Library of Cincinnati and Hamilton County, and Toledo-Lucas County Public Library were recently awarded a combined total of $508,457 in federal LSTA funds from the State Library of Ohio, matched with $251,964 from OPLIN (Ohio Public Information Network) to create a network of coordinated Digitization Hubs. The Digitization Hubs will be regional digitization centers with specialized state-of-the-art technology to digitize and archive, for online access and hardcopy reproduction, rare and culturally significant materials located in their libraries. Once established, the hubs will also serve other libraries, museums, archives, and local communities. Full news release below.

Preserving our collective memories for scholars, students, and history enthusiasts today and in the future requires expertise to evaluate their significance and condition, describe and organize them for easy searching, and to protect them from damage and deterioration. Libraries, museums, and other cultural institutions serve as our Receivers of Memory. But, unlike Lois Lowry's children's novel The Giver, the role of public institutions that is included in the Library Bill of Rights is to provide access for the interest, information, and enlightenment for everyone.

In addition to staff expertise, preserving our collective memories also requires expensive equipment and facilities beyond the means of most Ohio libraries and small museums and institutions. In an effort to address these challenges, four public libraries in Ohio are embarking on a collaborative initiative for digitally preserving and enhancing access to historical documents, photographs and other cultural artifacts.

"This is an important move toward helping libraries and museums across Ohio digitize unique and historically significant items in their collections, not only to help preserve the materials but also to increase accessibility to these items," said State Librarian Beverly Cain. "Digital Hubs support the vision of the State Library of Ohio to create a Smarter Ohio where every Ohioan can access the necessary resources to be engaged citizens, excel at their jobs, participate in the workforce, and pursue their passions and interests."

The goal of the four library partnership is to expand, standardize, and coordinate the digitization programs located in Cleveland, Columbus, Cincinnati, and Toledo, and to develop a statewide program for digitizing and accessing materials of local and state importance. Each of the four libraries have staff expertise, some digitization equipment, and experience in local projects such as the Public Library of Cincinnati and Hamilton County's Virtual Library, Toledo-Lucas County Public Library's Images in Time, Cleveland Public Library 's Digital Gallery, and Columbus Metropolitan Library's Columbus Memory. The partners will build on their experiences to upgrade their labs and coordinate and share processes and procedures at the Digitization Hubs.

"There is a wealth of unique material in Ohio libraries and museums that can only be viewed on site," explained OPLIN Director Stephen Hedges. "Digitizing these items and then providing an easy way to view them on the Internet would make these pieces of Ohio's heritage accessible to everybody, but this process requires specialized equipment and skilled staff. This project will build regional centers where that equipment and expertise is available to any cultural institution."

The libraries will use the $760,421 in grant funds for the three year project to purchase equipment and software to create high quality digital images (with associated metadata) of a wide range of materials, and to develop a standard set of policies for digitizing materials gathered from outside the library. Each of the four libraries will contribute to the project with existing staff expertise, logistical support for digitization equipment including trained staff, and operational costs associated with facility space.

Cleveland Public Library was awarded $189,751 ($108,999 from OPLIN and $80,752 in federal IMLS LSTA funds from the State Library of Ohio). "Cleveland Public Library (CPL) is honored to participate in this statewide digitization initiative," said CPL's director, Felton Thomas. "Preserving the history of the area and the Library's extraordinary collections will be the focus for the Library's Digital Hub, opening in 2014."

Columbus Metropolitan Library was awarded $188,219 ($55,355 from OPLIN and $132,864 752 in federal IMLS LSTA funds from the State Library of Ohio). "At Columbus Metropolitan Library, we serve broad and diverse communities with rich histories," said CEO Patrick Losinski. "This grant allows us to continue preserving these histories by capturing local artifacts, documents and treasures in a digital format so they remain free and accessible to all."

Public Library of Cincinnati and Hamilton County was awarded $189,464 ($56,600 from OPLIN and $132,864 in federal IMLS LSTA funds from the State Library of Ohio). "Our Library has worked for the past seven years to create digital versions of important and rare documents for researchers. We are excited that with this grant and our partner libraries, the amount and diversity of available documents will significantly expand and our ability to protect locally important historical documents will be greatly increased," said Kimber Fender, Eva Jane Romaine Coombe Director of the Public Library of Cincinnati and Hamilton County.

The Toledo-Lucas County Public Library was awarded $192,987 ($31,010 from OPLIN and $161,977 in federal IMLS LSTA funds from the State Library of Ohio). Clyde Scoles, Director of the Toledo-Lucas County Public Library, says that preserving local memory is a top priority for the Library. "The resources provided by the grant will allow us to both digitize collections already within the library and also reach out to individuals and community groups. We are pleased to further share the remarkable story of Lucas County and Northwest Ohio."

January 2014: Establish Policies Committee; review policy research; and place orders for equipment

February 2014: Begin installing equipment in libraries

April 2014: Finalize policies; finalize agreement on metadata standards and procedures; finalize search/retrieval interfaces; and begin staff training

May 2014: Begin announcements to local communities about new service

June 2014: Complete staff training

July 2014: Complete launch of new digitization service

October 2014: Complete expenditure of LSTA funds; and begin evaluation process

The Skills Development Act (Amended) introduced a new model for developing occupational qualifications. It is in this context that the ETDP SETA submitted an application to the Quality Council for Trades and Occupations (QCTO) to re-develop an occupational qualification for the occupation Library Assistant.

The ETDP SETA concluded the process and is inviting your comments. Please ensure that this qualification will be applicable to all LIS sectors.

The Ninth International Conference on Open Repositories, OR2014, will be held 9-13 June 2014 in Helsinki, Finland. The organizers are pleased to invite you to contribute to the program. This year's conference theme is:

Towards Repository Ecosystems

Repository systems are but one part of the ecosystem in 21st century research, and it is increasingly clear that no single repository will serve as the sole resource for its community. How can repositories best be positioned to offer complementary services in a network that includes research data management systems, institutional and discipline repositories, publishers, and the open Web? When should service providers build to fill identified niches, and where should they connect with related services? How might these networks offer services to support organizations that lack the resources to build their own, or researchers seeking to optimize their domain workflows?

Examining how repositories best integrate into the holistic research flow; exploring ties between domain-specific repositories and institutional repositories; and understanding durable content strategies outside of traditional repository environments are the central themes of the Open Repositories 2014 conference. We welcome proposals on these themes, but also on the theoretical, practical, organizational or administrative topics related to digital repositories. We're particularly interested in hearing about:

* Unconventional approaches to repository-like services
* Interconnection between publishers and repositories
* Researcher-centered design for scholarly workflows
* Adaptations to support curation lifecycle management, e.g., for research data
* Real-world scalability and performance stories: working at web-scale, with big data for global usage
* Requirements for holding restricted or classified data in repositories
* Infrastructure to accommodate national and international mandates for data management and open access
* Positioning repositories closer to (local, consortial, or cloud-based) cyberinfrastructure for data processing
* Leveraging connections to external services including:
* Remote identifier services (e.g., DOI, ORCID)
* (Re-)using repository data/metadata in new and unexpected ways, including integrated discovery
* Scholarly social media services, such as for annotation, review, comment, reputation, citation, and altmetrics
* CRIS and research management systems
* Digital preservation tools, services & infrastructure
* Community and sustainability in an open world

KEY DATES

• 3 February 2014: Deadline for submissions
• 4 April 2014: Submitters notified of acceptance to general conference
• 17 April 2014: Submitters notified of acceptance to interest groups
• 9-13 June 2014: OR2014 conference

SUBMISSION PROCESS

Conference Papers and Panels
We welcome proposals that are at least two pages and no more than four pages in length for presentations or panels that deal with digital repositories and repository services. Abstracts of accepted papers will be made available through the conference’s web site, and later they and associated materials will be made available in a repository intended for current and future OR content. In general, sessions are an hour and a half long with three papers per session; panels may take an entire session. Relevant papers unsuccessful in the main track will automatically be considered for inclusion, as appropriate, as an Interest Group presentation.

Interest Group Presentations
One to two-page proposals for presentations or panels that focus on use of one of the major repository platforms (DSpace, ePrints, and Fedora) are invited from developers, researchers, repository managers, administrators and practitioners describing novel experiences or developments in the construction and use of repositories involving issues specific to these technical platforms.

24x7 Presentation Proposals
We welcome one- to two-page proposals for 7 minute presentations comprising no more than 24 slides. Similar to Pecha Kuchas or Lightning Talks, these 24x7 presentations will be grouped into blocks based on conference themes, with each block followed by a moderated discussion / question and answer session involving the audience and whole block of presenters. This format will provide conference goers with a fast-paced survey of like work across many institutions, and presenters the chance to disseminate their work in more depth and context than a traditional poster.

"Repository Rants" 24x7 Block.

One block of 24x7's at OR14 will revolve around "repository rants": brief exposés that challenge the conventional wisdom or practice, and highlight what the repository community is doing that is misguided, or perhaps just missing altogether. The top proposals will be incorporated into a track meant to provoke unconventional approaches to repository services.

Posters, Demos and Developer "How-To's"
We invite developers, researchers, repository managers, administrators and practitioners to submit one-page proposals for posters, demonstrations, technical how-tos and technology briefings. Posters provide an opportunity to present work that isn’t appropriate for a paper; you’ll have the chance to do a 60-second pitch for your poster or demo during a plenary session at the conference. Developer "How-To's" will provide a forum for running a mini-tutorial or demonstration in the developer lounge, if there are enough interested parties.

Developer Challenge
Each year a significant proportion of the delegates at Open Repositories are software developers who work on repository software or related services, and once again OR2014 will feature a Developer Challenge. An announcement will be made in the future with more details on the Challenge. Developers are also encouraged to make submissions to the other tracks--including posters, demonstrations, and 24x7 presentations--to present on recently completed work and works-in-progress.

Workshops and Tutorials
One- to two-page proposals for Workshops and Tutorials addressing theoretical or practical issues around digital repositories are welcomed. Please address the following in your proposal:

• The subject of the event and what knowledge you intend to convey
• Length of session (e.g., 1-hour, 2-hour? half a day? whole day?)
• How many attendees you plan to accommodate
• Technology and facility requirements
• Any other supplies or support required
• A brief statement on the learning outcomes from the session
• Anything else you believe is pertinent to carrying out the session

Submit your paper, poster, demo or workshop proposal through the conference system. PDF format is preferred. Please include presentation title, authors’ names and affiliations in the submission. The conference system will be open for submissions by 16 December 2013, and is linked from the conference web site: http://or2014.helsinki.fi/

A tribute from his former students…

Professor Pieter van Brakel made a significant contribution to the transformation of the LIS sector and to building a new South Africa. As three of his former students, we never experienced any hint or form of racism in his presence, and this meant a lot to us during those years when racist resistance to the democratic dispensation was rife and tensions were high.

We will always remember Professor van Brakel’s lectures on ‘push and pull technology’ and his immediate apprehension of how important the appearance of the Internet was going to be. He was, in fact, the first academic to introduce us to the Internet, the World Wide Web, search engines and their evaluation, among so many other information technology developments and skills. His enthusiasm was infectious and his reputation as the ‘go to’ person for all things IT drew many students to study at RAU.

He is going to be sorely missed. We are saddened by his untimely passing and moved when we remember his humane character and the enriching way he touched our lives!

Our heartfelt sympathy goes out to his family and friends, and may his soul rest in peace.

The Information Studies Programme at the University of KwaZulu-Natal wishes to add to the tributes to the late Professor Pieter van Brakel.

Our Acting Dean, Professor Stephen Mutula’s PhD was supervised by him and his mentorship was greatly appreciated. As a programme we found him a most knowledgeable, helpful and generous colleague. Many of us benefitted from his editorial leadership of SAJIM and the example it set as an online journal in the discipline.

His leadership, energy and enthusiasm for Library and Information Studies was inspirational. We join the LIS community in mourning the loss of our colleague and our thoughts are with his wife and family.

There was a good discussion and sharing of our own library orientation practices - so thank you to those who participated!

Attached is a short presentation about the University of Free State’s library orientation session. The programme is planned in conjunction with the Student Services Division and it is called the Gateway Programme. The library staff have been allocated an hour long daily slot during the week of Orientation where we have a very basic Power-point presentation (20 min) and library tours (40 min). Please find the presentation attached. We also have ongoing Departmental Information Literacy programmes throughout the year.

[Lib-helig-l] Condolences: Prof Pieter van Brakel

The staff of the Library and Information Studies Centre at the University of Cape Town, wish to extend their heartfelt condolences to family, friends and colleagues of Prof. Pieter van Brakel who sadly passed away on Tuesday, 5 November 2013. Prof. van Brakel had been a long standing friend and colleague of this LIS school, having served as External Examiner for many masters’ and PhD studies emanating from this academic department. His immense scholarly contribution to the discipline of Information Science would be remembered by many in our fraternity and is captured for posterity in the disciplinary literature which he so prolifically contributed to.

In its pursuit to develop excellence and high level research support, LIASA HELIG would like to invite you to the following webinar on digitisation:

About this webinar

Part of best practice in digitisation, includes the routine use of targets. The use of targets and the calibration of scanning are two different processes and should not be confused. Targets are used for evaluating the performance of scanners to set benchmarks. The literature recommends that the performance of a scanner must be verified before, during, and near the end of any digitisation project. By doing this verification process, operators can be sure that the equipment perform as expected. It provides a measure to point out any technical problems with the scanner including wear and tear.

During this presentation, Don Williams from Image Science Associates (New York) will give a 30 min. presentation on the advantages of using targets for digitising projects and any other relevant information that he thinks is necessary for project leaders and technicians, explaining what they should know and why.
